Jeff Moreau is the Founding Executive Director of the Vermont Alliance for Recovery Residences (VTARR). VTARR is committed to supporting those in recovery from Substance Use Disorders by improving access to Recovery Residences though established standards, a fair and transparent certification process, education, and technical assistance. Jeff is also a surveyor and consultant for the Commission on Accreditation of Rehabilitation Facilities (CARF) an international accreditation body for health related organizations. As a Certified Fundraising Executive with graduate level education in public administration, Jeff brings over 30 years of experience leading non-profit organizations, developing resources and measuring quality service delivery.

Liz Sanderson serves as Program Manager for the Vermont Alliance for Recovery Residences (VTARR). Before joining VTARR, she spent 14 years with the Vermont Department of Health’s Division of Substance Use, including seven years managing Recovery Housing grants. Liz is passionate about strengthening Vermont’s recovery housing network and supporting providers in creating safe, high-quality residences. Her work is grounded in the belief that connection, community, and a safe place to call home are essential to lasting recovery.
